内蒙古乾坤金银精炼股份有限公司(以下简称“公司”)是在1999年3月,经中国人民银行总行和内蒙古自治区分行同意,并由内蒙古自治区人民政府体改委批准,在原内蒙古贵金属冶炼厂、内蒙古金店的基础上,通过资产重组和全员入股的形式完成了公司股份制改革。

乾坤公司成立后,始终坚持管理创新、技术创新的经营理念,使公司的生产能力和技术水平长足发展。形成了具有年精炼提纯黄金150吨、白银300吨、加工金银饰品和民族工艺品8吨的能力。累计完成中国人民银行总行国库金银精炼任务黄金500余吨,白银1000余吨。在国内、国际黄金白银市场树立了“乾坤”品牌的良好形象,公司一度被列入内蒙古自治区重点培育和发展的二十家企业之一,“乾坤”品牌被自治区工商局评为著名商标,被自治区科技厅授予“自治区高新技术企业”等荣誉称号。公司在构建可持续发展的产业链。公司及合作商充分了解并遵守注册地及经营所在地的所有适用的关于劳动者保护的法律法规,保障员工享有劳动权利和履行劳动义务。

1.签订劳动合同。公司及合作商在遵循平等自愿、协商一致的原则下,与员工签订劳动合同,明确双方权利和义务,规范双方的行为。根据国家法律法规的相关规定,就劳动报酬、工作时间、休息休假、劳动安全卫生、保险福利等事项,经过集体协商一致通过后,签订集体合同,并报送当地人力资源、社会保障局、上级工会组织、当地工商业联合协会备案生效。

2.禁止聘用及使用童工。公司及合作商不聘用任何不满16周岁或低于国家或地方法律或法规规定的最低年龄的工人。不支持任何用童工的行为,且坚决禁止最恶劣形式的童工使用。

3.消除一切形式的强迫和强制劳动。包括但不限于身体暴力和性暴力、抵债性质的劳动、扣留工资、限制行动、扣押护照和身份证件、威胁向当局告发或投诉等情况。依法安排员工工作时间和休班休假,执行每日工作时间不超八小时、平均每周工作时间不超四十四小时的工时制度。员工有权依法享受国家法律、法规规定的休息休假日,并享受带薪年休假。

4.提供安全和健康的工作环境。公司及合作商杜绝任何严重危及生命安全或健康的工作条件,防范任何重大火灾或爆炸事故发生,防范作业现场发生致命事故,防止在工作过程中发生或引起疾病,如传染病疫情导致集体性感染事件。识别、评估可能存在的健康安全风险(包括消防、工业卫生、强体力型工作、机器防护等),通过消除危害、替代、工程控制、预防性维护和安全工作流程,来消除或降低风险。提供符合国家规定的劳动安全卫生条件和必要的劳动防护用品,对从事有职业危害作业的员工每年进行职业健康查体。此外,还采取适当的措施保护女工,尤其是孕妇和哺乳期女工的安全健康。

5.开展员工教育培训工作。公司及合作商建立员工教育培训制度,按照国家规定对员工定期开展员工教育培训工作。对从事特种作业的员工进行培训,取得特种作业资格后持证上岗。

6.确保在就业和从业方面不存在歧视。公司及合作商执行国家最低工资保障制度,遵循按劳分配原则,实行同工同酬。坚持公平、公正、公开、竞争、择优的原则,完善选人用人机制,提供员工晋升通道,优化人力资源配置。按照国家规定为员工缴纳社会保险,并创造条件,提高员工的福利待遇。

7.尊重员工结社自由和集体谈判的有效权利。公司及合作商承认和尊重员工行使自由结社及集体谈判的合法权利。允许员工有自由结社和参加工会的权利,并尊重员工组织起来进行集体谈判的权利,并尽最大努力达成集体谈判协议。

8.应急处置。公司及合作商评估可能发生的紧急情况和紧急事件,包括但不限于火灾、爆炸、致命事故、集体中毒等,并通过实施应急方案及应对程序,包括:紧急报告、现场急救、通知和撤离程序、定期训练与演习和复原计划等,最大程度地降低对人身、环境和财产的影响。

Inner Mongolia Qiankun Gold and Silver Refining Co., Ltd. After the establishment of Qiankun Company, it has always adhered to the business philosophy of management innovation and technological innovation, enabling the company's production capacity and technological level to develop significantly. Formed the ability to refine and purify 150 tons of gold, 300 tons of silver, and process 8 tons of gold and silver jewelry and ethnic handicrafts annually. 1. Sign a labor contract. The company and its partners, following the principles of equality, voluntariness, and consensus through consultation, sign labor contracts with employees to clarify the rights and obligations of both parties and regulate their behavior. According to the relevant provisions of national laws and regulations, after collective negotiation and consensus on matters such as labor remuneration, working hours, rest and vacation, labor safety and health, insurance and welfare, a collective contract is signed and submitted to the local human resources, social security bureau, superior trade union organization, and local industrial and commercial association for filing and taking effect.

 

2. It is prohibited to hire and use child labor. The company and its partners do not hire any workers under the age of 16 or below the minimum age required by national or local laws or regulations. We do not support any recruitment of child labor and firmly prohibit the use of the worst forms of child labor.

 

3. Eliminate all forms of forced and compulsory labor. This includes but is not limited to physical and sexual violence, bonded labor, withholding of wages, restrictions on movement, seizure of passports and identity documents, threats to report or complain to authorities, and other situations. Arrange employees' working hours and off shifts in accordance with the law, and implement a working hour system of no more than eight hours per day and no more than forty-four hours per week on average. Employees have the right to enjoy the rest and holidays stipulated by national laws and regulations in accordance with the law, and to enjoy paid annual leave.

 

4. Provide a safe and healthy working environment. The company and its partners shall prevent any work conditions that seriously endanger life safety or health, prevent any major fire or explosion accidents, prevent fatal accidents at the work site, and prevent the occurrence or cause of diseases during the work process, such as collective infections caused by infectious diseases. Identify and assess possible health and safety risks (including fire fighting, industrial hygiene, hard work, machine protection, etc.), and eliminate or reduce risks by eliminating hazards, substitution, engineering control, preventive maintenance, and safety work processes. Provide labor safety and health conditions that comply with national regulations and necessary labor protection equipment, and conduct annual occupational health examinations for employees engaged in operations with occupational hazards. In addition, appropriate measures are also taken to protect the safety and health of female workers, especially pregnant and lactating women.

 

5. Carry out employee education and training work. The company and its partners establish an employee education and training system, and regularly carry out employee education and training work in accordance with national regulations. Provide training for employees engaged in special operations, obtain special operation qualifications, and then work with certificates.

 

6. Ensure that there is no discrimination in employment and employment. The company and its partners implement the national minimum wage guarantee system, follow the principle of distribution according to work, and implement equal pay for equal work. Adhere to the principles of fairness, impartiality, openness, competition, and meritocracy, improve the selection and employment mechanism, provide employee promotion channels, and optimize the allocation of human resources. Pay social insurance for employees in accordance with national regulations, and create conditions to improve their welfare benefits.

 

7. Respect employees' freedom of association and effective rights to collective bargaining. The company and its partners acknowledge and respect the legitimate rights of employees to exercise free association and collective bargaining. Allow employees to have the right to freely form associations and join trade unions, and respect their right to organize collective bargaining, and make every effort to reach collective bargaining agreements.

 

8. Emergency response. The company and partners evaluate potential emergency situations and events, including but not limited to fires, explosions, fatal accidents, collective poisoning, etc., and implement emergency plans and response procedures, including emergency reporting, on-site first aid, notification and evacuation procedures, regular training and drills, and recovery plans, to minimize the impact on personal, environmental, and property.
